Industry Specific ComplianceThe Punjab State Electricity Regulatory Commission (PSERC), on June 23, 2026, notified the Punjab State Electricity Regulatory Commission (Forum and Ombudsman) (3rd Amendment) Regulations, 2026 to revise the pecuniary jurisdiction of Consumer Grievance Redressal Forums constituted under the Electricity Act, 2003. The amended regulations apply to all electricity distribution licensees, including deemed licensees, across the State of Punjab and came into force from the date of their publication in the Official Gazette.

Under the amended regulations, the Corporate Forum shall have jurisdiction to adjudicate monetary disputes exceeding ₹10 lakh, provided the complaint is filed within two years from the date of the cause of action. The amendment also revises the monetary jurisdiction of the Zonal, Circle, and Divisional Forums to streamline the redressal of consumer grievances.

Accordingly, the Zonal Forum shall hear disputes above ₹5 lakh and up to ₹10 lakh, the Circle Forum shall deal with disputes above ₹1 lakh and up to ₹5 lakh, and the Divisional Forum shall adjudicate disputes up to ₹1 lakh. The regulations further prescribe that complaints before these forums must also be filed within two years from the date of the cause of action.
